National Science Foundation

$3 billion for the National Science Foundation (NSF), for basic research in fundamental science and engineering. $2.5 billion will be used for research grants, including $300 million for Instrumentation, and $400 million for construction of major research facilities. NSF Recovery Act F.A.Q.

Some key details include:
  1. The majority of the $2B allocated to Research and Related Activities will go to proposals that are already in-house and will be reviewed/awarded prior to Sept 30, 2009.

  2. NSF plans to expeditiously award funds in:

    a. $25M to Math and Science Partnership program

    b. $60M to Robert Noyce Teacher Scholarship program

    c. $400M to Major Research Instrumentation (MRI) program

    d. $200M to Academic Research Infrastructure program

    e. $15M to Science Masters program

The RFPs for the Academic Research Infrastucture, Science Masters, and MRI programs will be announced later this spring.

With the exception of the ARI, Science Masters, and MRI programs, the majority of the proposals eligible for Recovery Act funding include those already in-house and will be reviewed/awarded prior to September 30, 2009.

NSF will also reconsider proposals declined on or after October 1, 2008 . The reversal of denial will only be based on both the high quality of the initial reviews and the lack of available funding at the time of the original decision.

In addition, NSF does not anticipate other solicitation announcements based solely on Recovery Act funding .

All grants issued with Recovery Act funds will be standard grants with durations up to 5 years .

Funding of new Principal Investigators and high-risk, high-return research will be top priorities.

MRI-R2 Frequently Asked Questions Academic Research Infrastructure Program: Recovery and Reinvestment (ARI-R2) NSF has announced a revision of the 1996 Academic Research Infrastructure Program: Facilities Modernization Solicitation.

The ARI-R² program will invest in the repair, renovation, or in exceptional cases, the replacement of existing research facilities.  It does not support the construction of new research facilities.

NIH Funding Opportunity Announcements (FOA) - Autism Spectrum Disorders

NIH is soliciting applications for the following topic areas relevant to research on the heterogeneity of Autism Spectrum Disorders (ASD): Measurement Development; Biomarkers/Biological Signatures; Immune and Central Nervous Systems Interactions; Genetics/Genomics; Environmental Risk Factors; Model Development; Treatment and Intervention; and Services Research. Up to $85 million in funding under the American Recovery and Reinvestment Act will be awarded in early 2010 to support at least 50 early career researchers ( untenured, tenure-track assistant professor ) for five years at U.S. academic institutions and DOE national laboratories. 

To be eligible for the competition, a researcher must be an untenured, tenure-track assistant professor at a U.S. academic institution or a full-time employee at a DOE national laboratory.  The applicant must also have received a Ph.D. within the past ten years. Each university award will be at least $150,000 per year for five years to support summer salary and other research expenses.

Early career researchers may apply to one of six Office of Science program offices: Advanced Scientific Computing Research; Biological and Environmental Research; Basic Energy Sciences; Fusion Energy Sciences; High Energy Physics; or Nuclear Physics.

Minority Science and Engineering Improvement Program (MSEIP)

The Department of Education has created the Minority Science and Engineering Improvement Program (MSEIP). MSEIP is designed to support long-range improvements in science and engineering education at predominantly minority institutions and to increase the flow of underrepresented ethnic minorities, particularly minority women, into scientific and technological careers. There are four types of MSEIP projects: Institutional Projects; Design Projects; Special Projects; and Cooperative Projects. The Department of Education is allocating approximately $2.9M for this program.

There are three invitational priorities:

  • Invitational Priority 1
    Applications that focus on the development of bridge or articulation programs that target pre-freshmen entering into the science, technology, engineering, or mathematics (STEM) fields.
  • Invitational Priority 2
    Applications that focus directly on student learning and encourage and facilitate implementation of pedagogical approaches that have been proven effective in increasing student retention and achievement in STEM fields.
  • Invitational Priority 3
    Applications that focus on mentoring programs designed to increase the number of underrepresented students who graduate with STEM undergraduate degrees.

NASA

The Recovery Act provides $1 billion in appropriations for NASA programs and facilities, including $400 million for science-related appropriations, $150 million for aeronautics research, $400 million for the space exploration, and $50 million to restore NASA-owned facilities damaged by natural disasters. In addition, the NASA Office of Inspector General has received $2 million of Recovery Act funds to provide oversight of NASA’s implementation and execution of the Recovery Act.
